北京建设科技创新中心提出“三步走”-中新网   中新社北京9月2日电 (记者 张素)中国科学技术部副部长李萌2日在北京说,建设北京全国科技创新中心分为“三步走”:到2017年初具规模;到2020年,核心功能进一步强化,科技创新能力引领全国;到2030年核心功能更加优化,为中国跻身创新型国家前列提供有力支撑。   中国国务院总理李克强9月1日在北京主持召开国务院常务会议,审议并原则同意了《北京加强科技创新中心建设总体方案》。国务院新闻办公室2日举行“推进北京全国科技创新中心建设”吹风会。   李萌说,具有全球影响力的科技创新中心应具备四个特点:前沿技术上全球领先,产业发展上引领潮流,创新平台上集聚高端,创新环境上实现开放。相应的,科技创新中心可发挥三重作用:高端引领、技术溢出、连通内外。   “北京建设全国科技创新中心,是新常态下转变区域经济发展方式、打造创新发展高地和增长极、带动全国培育经济增长新动能的一项重要举措。”李萌说,选择北京,是因这里已成为中国创新资源最集聚、创新成果最多、创新创业最活跃的地区之一。   根据“三步走”发展目标,《方案》从五个方面进行了重点部署:   ――强化原始创新,打造世界知名科学中心,推进中关村科学城、怀柔科学城、未来科技城建设,实施脑科学、量子计算与量子通信、生命与健康、战略性先导材料等大科学计划;   ――加快技术创新,构建“高精尖”经济结构,在新一代信息技术、生物医药、能源、新能源汽车、节能环保、先导与优势材料、数字化制造、轨道交通等产业领域实施八大技术跨越工程,并实施首都蓝天行动等五大民生科技行动;   ――推进京津冀协同创新,培育世界级创新型城市群;   ――加强全球合作,构筑开放创新高地;   ――推进全面创新改革,优化创新创业环境;   北京市副市长隋振江在吹风会上说,官方将在下周举行的北京市科技创新大会上发布相关政策措施,确保将发展目标落到实处。(完)相关的主题文章:
